Hello. I’m living in NYC can not find an oral surgeon that will do work on a hemophiliac. Any help please.

Check with your HTC (if you don't have one check the National Hemophilia Foundation website for choices in NYC) and check with the NYC Chapter of the National Hemophia Foundation.

There might be an oral surgeon you could contact in Manhattan who treated me a few years ago. Your HTC might have referral information as well.
